EAPDD provides assistance to cities and counties in the 12-county area undertaking planning studies and implementation measures. These include:

Comprehensive Planning

Land use mapStaff will assist municipal planning commissions and county planning boards in the process of creating new, or updating existing, planning studies and implementation measures, including:

  • Land Use Planning - including trends in existing land use practices, and goals for future land use patterns
  • Zoning regulations - implementing the land use plan by defining permissible land use patterns and site standards
  • Master Street Plan - providing the surface transportation framework required to effectively carry out the land use plan
  • Subdivision regulations - providing the criteria for the subdivision of land, review of required site improvements, and procedures for recording plats
  • Annexation studies - analysis of issues regarding financial and service feasibility

Computer Generated Mapping

The District has moved from the drafting table to the computer in preparation of its mapping. Since its inception, the District has produced local and regional maps, to graphically portray the region and its communities.

The District has determined that Geographic Information System (GIS) capability, at both the regional and local levels, represents a powerful means to efficiently and effectively portray vast amounts of social, political, economic, and resource data, in ways that are useful to local officials. Substantial amounts of data are available (such as from Geostor at the Arkansas Geographic Information Office) that can portray and evaluate resources (drainage, topography, soil conditions, vegetation, etc.), infrastructure (roads, water, sewer, bridges, etc.), census, and other data that will enable local officials to enhance local management capacity. This might include, for instance, the development of computerized 911 response systems, utility inventories and maintenance, redistricting alternatives, annexation analysis, and land use planning.
